i found foobar2k doesn't read .apl files contain 2byte characters in their filenames
i love foobar2k
Is it the actual filenames, or the name of the referenced file?
If it is the latter, how did you manage to create such a file? Makeapl only accepts .cue's, and a .cue file should only contain ansi filenames.
Do any other players work with those .apl files?

It would appear that all the text in APL files is treated as UTF-8 in foo_apl, so you will need to convert your referenced filename to UTF-8 and paste that into the APL. Hopefully, you have a text editor that won't muck with the APE tag, or a hex editor.
