which is the recomended compile for oggenc2.3 at rarewares, intel or the MinGW32, or do the give bit identical encodes. sorry if this has been covered earlier

This is easy enough to test, encode audio in each encoder and then go to the command prompt and type fc /bn "sample.ogg" "sample2.ogg" if they are not the same then try to ABX. If you cannot then take the one with the fastest speed or the lowest bitrate (probably bitrate will be about the same).
