I need a program able to show bitrates distribution in aac-he files with VBR, such as Encspot do with mp3.

What I know is that www.Vqual.biz is working on an MPEG4 audio analysis tool. You should also check www.Mindego.com.
OK, problem these SW only do analyze Video Streams, no Audio...
