I want to put some software on my dad's store computer to monitor where the employees are surfing during the day. In particular all we really need is URL & time of day it was visited. IE's history can be erased and the employees know about this so it's not a good idea just to mention IE's history as an option. It isn't. Please help!

I cannot personally vouch for this, but it has some awards.
If they are not smart, try this . If the person is going to reboot the computer, then search for keylogger on Download.com and find a better (non-free) program.
I know it's not the complete answer to your question (it cannot log the time/day) but it can analyse (and also delete) in a friendly way index.dat hidden and locked files: IE stores the visited URLs in those files and when someone cleans cache and history, this information is not deleted.

Just make sure you are not breaking any laws.
AFAIK spying on your employees in such a fashion is illegal here in Germany.
