I dont uderstand why all people who tested codecs use only codec WMA9... this codec at bitrate 64 Kb/s VBR gives accetable quality but not CD, i hear cut high frequences. Yesterday i use codec Windows Media Audio 9 Professional and choice profile (in dbPowerAmp):

Windows Media Audio 9 Professional
Quality 25, 44 KHz, 24 bit (16 bit not available)

and encode all CD, now listen and i herar amazing quality sound, song have about 64 Kb/s and incredible dynamic and quality better than WMA9, MP3PRO and another codecs at 64 Kb/s. Please try use WMAPro and youl se.

WMAPro is not compatybile with older versions WMA also WMA9 so you must use Windows Media Player to play.

Regardless of quality of WMA9pro here (your claim violates TOS #8), that setting scales to very high bitrate with a bit harder samples.
41_30sec.wav gives 115kbps. Should be tested what is the average bitrate over hundreds of tracks with that setting, but I'm pretty certain that it's clearly higher than 64kbps.
