Is there a plug-in/solution for having a 3 Level Browers? Here's what I mean:

Artist (1st pane)
Album (2nd pane)
Tracks (3rd pane)

And you have "all" at the top of each, kinda like WinAMP's media library. As it is now I use columns_ui to do this, but i have a 19,000 song list and it's hard to get to what i want quickly. Search is handy, but i like to browse sometimes.

Any ideas?

I think you could solve this with the albumlist. Don't ask me how, I don't use it, but I think it's easy to figure out.

I've actually wanted something like this. Kind of an iTunes layout, but with foobar's features.

Me too. My only fear is that some might consider it an iTunes ripoff, but IIRC this is used in Matlab or Maple too. I really like this kind of approach, and it would be very nice to have it as a panel.
