I was just checking for the latest version of foo_ui_columns and foo_playback plug-ins and couldn't find them there. This prompted me to ask this question.

Could it be that it's not being used, so is it that the new plug-in authors don't know of it?

I personally think that it's a great idea to have the plug-ins accessible from a single location instead of having to search for the latest thread. It also allows someone to take a quick look at the Known problematic components thread to verify current functionality.

Also, would it be easier to have two other categories for UI and Networking plug-ins? (In addition to the Input, Output, etc.)

However, i agree that it would be nice when the official 3rd party site would be used as a central place for plugins. However, the newest version of ui_columns is a beta version i think.
