Can someone tell me exactly which files are necessary from a Nero installation for foo_burninate to work properly? Basically I'd like to use this component without having Nero installed. Is this possible?

Why not? Buy and install Nero, copy the components, deinstall Nero. I don't know what component is required but his question is not about legality.
