I think that's not really correct.
Vorbis has been gapless from the start, and the gapless information is stored in an official way inside the .ogg file. Probably all .ogg files in existance are gapless, with the eventual exception of some files where the information was stripped for some reason.
MP3 has only recently become gapless, and the information is stored in a non-standardized way inside a "proprietary" tag. Only one encoder stores that information. And only MP3s encoded with recent versions of that encoder have this information. All other MP3s out there are gapped.
Another difference is in decoders/players. Only one software player supports gapless MP3 playback (two, if you consider using an unofficial plugin). OTOH, all software players using the standard Vorbis decoding libraries are gapless.
You talk about hardware player: I don't think MP3 can be seriously considered gapless when only
one player, out of hundreds, supports this feature. Every other player out there, including my Philips Expanium, is gappy.
