I have finally completed my AAC LC / Main Profile MPEG4 Encoder / Conformance Decoder.. but I couldn't uploaded it into this forum for listening tests!!
It seemed that I am not allowed to upload a file of .exe extension ??

Pack the .exe into a .zip file and you should be able to work around this problem.
Not exactly the perfect sulution, but it works ™
