how long has 3.90.3 / APS been out? 3 years? what's the timeframe for an improvement to lame, via lame 4 and a new alt-preset?

It is being improved continuously. LAME's at v3.96.1 (stable) now, and v3.90.3's -aps is being and has been finetuned ever since.
