Are there any free programs for Windows or Linux available to edit the Xing VBR Frame of an mp3 without re-encoding?

I believe I've come across some files where this frame is corrupt, and I'd to see if I can correct it.

This says that it will "fixes missing headers in VBR MP3 files encoded with MusicMatch" but I don't know. It may work in your case.
