All Mp3 decoders should produce WAVs of the same quality, or else they are not working properly. There is no program which can tell you the subjective quality of a file, if you want to know whether one track encoded one sounds better then the same track encoded another way, you will just have to listen . The only way you can be sure if you can tell a difference or not (most people suffer from the placebo effect when differences are small or non-exsistent) would be by doing a double blind test. This program should get you started.

just for the record: a mp3 that has been converted to wav won't sound better than the original mp3 file

Well it's a very difficult to answer but you should check-out MP3 decoder test. It may help you to choose...
