Right click to get the properties of the file
\Program Files\Common Files\Ahead\AudioPlugins\aacenc32.dll
and look at the version tab.

I think that is debatable, it's safe to say Apple and Nero are at the top of the list based on past listening tests. The 2.9.9.998 Nero encoder seems to have made some improvements, the only test we have right now with the 2.9.9.998 Nero encoder is guruboolez's AAC listening test, which only used classical music but shows there have been obvious improvements in both encoders.
