I swore I saw a listening test on this board which compared several OGG encoders to show which was the best. Has there been such a test or am I dreaming lol

If so can anybody post the link.

Even if there isnt which compile is the best to encode with right now? I assume as with mp3 the newest isnt always best so thats why Im asking.

That test is now dated. The winner was aoTuV beta2, but that was before Vorbis 1.1 or (of course) aoTuV beta3 exsisted. It was not an official test like the ones Roberto (rjamorim) conducted, the link is here.
