The way I understand MP3 ID3v2 format is that there is only one true 3v2 "tag" which exists at the front of the audio file. This tag then contains the other "frames" such as the Artist, Genre etc. http://www.id3.org/easy.html

So am I right in understanding the Lame --pad-id3v2 option as basically just adding a single 128 bytes to the total used size of the "tag" and not adding 128 bytes to each frame (what we would call a "tag" in ID3v1)?
