On a moment of utter apathy I started reading ETSI TS 101 154. It is the specification for embedding different kind of audio and video streams into a dvb mpeg-2 transport stream. This new revision (January 2005) includes HE AAC and I noticed that the spec speaks about different levels and a quick google search didn't reveal anything about this issue. Could somebody enlighten me about these different leves? According to the spec stereo is supported upto level 2 and multichannel upto level 4. Does it mean parametric stereo or what?

As far as I remember it has to do with the number of channels and sampling rate.

So it hasn't anything to do with PS?

(Most probably) not.

They are about number of channels, max sampling rate of AAC and/or SBR. Info can be found in ISO/IEC 14496-3 Amd.1:2003
