I can't get foo_mod to play sub songs in an MO3 file. It only show the first song. So, for instance, Hamsterball_Gold.mo3 (link below) has 20 sub songs for a total time of 17:04, but foo_mod only shows and plays the first song (34 seconds).

Since the MO3 format is undocumented, and BASS provides no means of scanning for this information, I have no way of knowing about that.
You can, however, do the following:
1) Download the IT.
2) Load it with foo_dumb, using the subsong scanner.
3) Save that playlist.
4) Unload or remove foo_dumb so you can play it with foo_mod, which supports the DirectX DMO effects. (Chorus, echo, distortion, in this case.)
