From reading some threads, I gather that the latest version of Vorbis is 1.1, and the version preceeding it is 1.0.1. I assumed that meant that the latest version of oggenc.exe was 1.1, but the 1.1 package contains version 1.0.1 of the encoder.

Is version 1.0.1 the latest version of oggenc.exe? Is there no such thing as oggenc.exe version 1.1?

Yes, it is. Oggenc has not been updated to 1.1 yet, but the vorbis library behind it is 1.1.0 and the ogg library is 1.1.2.

The vorbis.com version. I haven't looking into the Rarewares ICL build since some people suggested it might be a bit unstable. Maybe I should check it out anyway.

Vorbis.com is considerably out-of-date and they have not updated it for a long time. You should grab the Rarewares one or Case's MSVC compile of VorbisTools.
