I have downloaded the latest version of columns ui from the first post in the third party forums. i cannot find this option for the life of me.
Preferences->Display->Columns UI->Other->List all toolbars
why when i get to "other" there is no check for "list all toolbars"

If it really isn't there, then I am afraid you actually don't have the last version (0.1.2) for foobar 0.8. To check your version, see the Components page in preferences.
