It seems the guy installed the Radium MP3 Coded, which is both, old, and buggy.
MS and IS are two modes of doing Joint Stereo (which is stereo afterall). MS does it maintaining the stereo separation, while IS doesn't.
IS is used only under 80kbps IIRC.

Edit: btw... it would only affect your cdex settings if you use select that coded (which would appear as fraunhoffer).
