guys, after the formating of my pc, the guy at the store installed a progy which appears only in control board and is named as "mpeg layer 3 configuration". It has some bitrates and the menus have these options stereo, joint stereo ms, joint stereo is and joint stereo ms/is. what exactly is ms and is???
also, it says that these settings affect only encoding. so that means that when i encode with cdex these settings affect my mp3s?
what is going on?

It seems the guy installed the Radium MP3 Coded, which is both, old, and buggy.
MS and IS are two modes of doing Joint Stereo (which is stereo afterall). MS does it maintaining the stereo separation, while IS doesn't.
IS is used only under 80kbps IIRC.

Edit: btw... it would only affect your cdex settings if you use select that coded (which would appear as fraunhoffer).
