You can use mp3gain. Another way is to you wavegain while encoding the mp3 - (tick replaygain in foobar diskwriter preferences).
thanks mate
i'm a novice here
mp3gain is not destructive? right?

Only foobar replaygain scanner doesn't modify the audio. Mp3gain does but is supposed to be reversible. Foobar wavegain is non-reversible. Anyway none of them degrade quality.

The replaygain option in under diskwriter prefs in foobar. Its similar to wavegain.

If you use
MP3Gain, it will directly change the loudness of the MP3 file (but this is reversible), so it will work in all players.
