I've got a .flac file that for some reason has

samplerate = 96000Hz

It will not play on my system, sound card probably can't handle it?

How do I go about lowering it to 44100 so I can listen to it?

Thanks, oh and I'm using foobar.

ok i uncompressed the .flac to a .wav, then used the default windows sound recorder program, hopefully that's alright?

There is a resampler inside foobar2000 which can do this kind of sample rate conversion on the fly. It's just not on by default, since most soundcards do it automagically.
