I'm looking for tool (or a tool chain) to create hinted 3gp files with HE-AAC and HE-AAC+PS content.
1. stored content to stream with darwin steaming server
2. live content (live encoding) from osprey capture card to stream with darwin streaming server.

For the 1st problem I found an encoder but i can not add a hint track.
For the 2nd problem I've no idea. sad.gif

I've also a "Helix Mobile Producer Live" but this tool can encode only AAC-LC.

Is there any project out there working on these topics?

Please forgive my ignorence, but what is a hinted track?

The hint track has the necessary information to make the file streamable.
For example a H.263 video with AMR-NB has in a 3gp container 2 tracks.
When you want to stream the file you have to add the hint tracks (one hint track for video and one for audio).
The hint track tells the server how to optimally packetise a specific amount of media data.
Hint tracks could be added by a tool e.g. mp4creator.
