Edit:

Sorry about that, I should have known better. Optimus's link for MEnc will work just fine though the iTunes mpeg-4 AAC encoder is receiving the better marks, when observing the older tests. It seems to use the "FAAC Encoder," the "Winamp AAC+V2 Encoder," and the Helix AAC encoder for AAC encoding. I would do some listening tests but either one should provide good results. I searched through 5 pages and could not find anything on iTunes encoding though they did post some solutions for having iTunes play back the MEnc AAC encoded files.

Agian, sorry for my lazzyness as I could have used Google.

If you don't know what APE is it's probably best to either check first or not give advice!

APE is most likely Monkey's Audio lossless format (people also use APE to refer to LAME's --alt-preset extreme). Monkey's Audio file have the extension .APE.

Converting from a lossless format to a lossy format is perfectly fine.

My best recommendation to transode would be foobar - using either iTunesEncode or foo_naac. Take a look on Rarewares for some AAC encoders, including iTunesEncode.

I don't use AAC so I can't really comment - although I believe that FAAD is lacking. I believe that Nero and iTunes are very close.

Check out the AAC forums for an expert opinion.

Use MEnc, it can simply do this job on the fly. Besides APE, u can also transcode from FLAC and WavPack files into AAC/HE-AAC with it.
