When i try to encode a song with a higher quality level than 0 & resmampling rate 22050 or below i get this:

Oggenc has caused an error in OGGENC.EXE.
Oggenc will now close.

Also when the input file is 22050, 16000 etc, I get the same error when using a higher quality level than 0.

Is this a bug or is it normal ?
