The ability to use self-grown and foreign skin is inherent to all human beings and does not require a plugin.

As far as changing the appearance of foobar2000, there are a couple of choices.
1) Playlist customization via titleformatting code
2) User interface replacements
Both foo_ui_columns and foo_ui_gfx replace the main user interface. foo_ui_columns does not provide free-form skinning, but there is a wide variety of toolbar and sidebar panels available. Ready-made settings for foo_ui_columns can be downloaded in the form of .fcs files. foo_ui_gfx does feature free-form skinning and can even use some of the panels ("UI extensions") that are available for foo_ui_columns, but since I haven't noticed any news about it here on the forum, I consider it dead. foo_ui_columns on the other hand is still under active development, even though the latest version is only available for foobar2000 0.9 beta.
3) User interface add-ons
There are a couple of components that work in addition to and complement the main user interface. Two that come to my mind are foo_osd and foo_toaster, though there are at least two others whose name I cannot remember right now. All of those offer some kind of on-screen display to announce song changes and sometimes some basic controls. As for an interactive add-on with free-form skinning, you can try foo_looks, though it has been officially abandoned by its author.
