I have all my albums ripped as separate tracks in FLAC. I also scanned all my album covers. I want to embed thumbnails of the covers (already created) to each of my FLAC files for its corresponding album. I also want to set up my transcoding process (with Foobar2000 of course) in a way that when I transcode these FLAC files to mp3, it will also write the thumbnail to the id3v2 tag of the mp3. Is this possible?
On a second note, are there any plugins for Foobar2000 that can view these art files?

Embedding covers into audiofiles is bad practice - you may run into problems. Consider storing them externally (like i.e. one folder per album, and then the audiofiles and thumbnail into the folder)

Lacking support in software which in the case of tagging may cause the embedded thumbnails to get lost.

Are there any command line programs for tagging art files to mp3s? I wouldn't mind having the thumbnail for each album in its corresponding folder, but when I transcode them to mp3, I would really like the thumbnail to be embedded into the mp3 file (in the id3v2 tag) so I can view the art in any program or DAP that supports it.

foo_uie_albumart displays from a picture stored in a folder. It does not read pictures from ID3v2 tags, or any other tags. At least for ID3v2, I can say for certain that foobar2000 does NOT read images from tags, and I've heard that it will actually remove the images as well. Just a heads up.
