Ok, so if my understanding is correct, then foobar's gapless output is due to the presence of the LAME tag which defines the precise length of the last frame, yes?

I have an album of non-LAME mp3s which are meant to be played gaplessly. Is there any way to manually add a LAME tag to these files to accurately restore gapless output for foobar playback?

If they don't have the lame tag, they aren't meant to play gaplessly.. However, if you like, you can create a lame tag using the "fix mp3 header" (And I think you need to select "rebuild entire stream")

That should work.

Take a look at this thread about burning gapless mp3 albums.

It's for mp3s without LAME tags, and the procedure is pain in the ass. Maybe there are easier methods...
