What are the differences between the two? I've read somewhere that the SoundCheck feature in Itunes is infererior to ReplayGain, but how so?

I use both programs to play my music and replay gain them in fb2k, but my mom uses Itunes. Does ITunes read teh RG values? if not then is it possible to SC & RG a file so that when i play the file both programs play them?

They both basically operate in the same manner, except that Sound Check's music scanning process is much, much faster (and thought to be somewhat inferior because of that). The results are generally about the same, more or less. The differences are minor.

Sound Check does not support an Album Mode like ReplayGain does.

Yes, certainly you can use both. The trick here is not to use MP3Gain or AACGain or WAVGain on a track after you've already added the track to iTunes. This is because these programs use the RG information to actually change the track's volume directly, and thus the SoundCheck info in iTunes will then be incorrect for that track. So if you're going to use any of these, do it before you add it to iTunes and be sure that the track does not have the iTunNorm comment in its tag.

But if you use the ReplayGain methodology in foobar 2000 (and do not use the MP3/AAC/WAVGain programs) then there are no conflicts or problems with using both.

In foobar2000, i can see the sound check values in the metadata field as "ITUNNORM." It is one long string. You can delete if you want to.

Sound Check information is stored in both the iTunes database and in the file's tag (in MP3 files, it's an extra comment field starting with iTunNorm). However, the information in the file's tag is only there for re-adding the song to the library again later. It's never actually read again unless you add the song to an iTunes Library. The SC info in the database is the info actually used.
