iam trying to get back into coding and well iam all confused again

ive been using RazorLame version 1.1.5.1342
i like my sound files to be at 128kbps and when i get my sound files they are already .mp3 files so i have to reencode my files, the main reason for this is because it saves me HD space as i cant afford a new one at this time or anytime soon.
so what ive been doing is reencoding this way from .mp3 to .wav to .mp3 using the preset CD in the RazorLame presets folder and then i move the slider to 128kbps optimization is set to quality [ -b 128 -m s -h ]
now after reading that thread above iam wondering why iam using RazorLame ? shall i change to Foobar2000 or something else ?
is there a better way to change my files to 128kbps ?
