I recommend the most recent daily build from rarewares (http://www.inf.ufpr.br/~rja00/ go to programs, ogg, and it is at the top). Not because it is better than the official compile (from www.vorbis.com) in any quality sense, but because it is faster (compiled with ICL6), and comes with vorbisgain (the replaygain application software for ogg vorbis)
Of course, this all assumes you are using win32. Otherwise, not a clue =)
Otherwise, you could try
http://www3.sympatico.ca/ix42/oggenc.zip (as mentioned in another thread), which has a unicode patch applied, but I haven't personally tried it.
