I'm having some problems with some mp3's (& wma's) and it might be related to the size of the tag. Is there a program out there that can tell me the size of the tag? All my tags are Id3v2.3

EncSpot Pro can tell you that.

otherwise... make a copy of the file, strip the tag compare sizes and do the math...

You can also use http://www.mp3tag.de/en/
You just need to create a new column with the value %_tag_size%
