Is there a sense if pads of id3v2.3 have a given size?

For example, when I produce MP3s with Lame and its integrated tagger, the headers which Winamp find are about 100 until 200 bytes. But I have some MP3s produced from some others which have a header @ exactly 4096 bytes.

Is there a sense why the headers are placed at 4096 bytes? would it be better for MP3s? and which ID3 Editiors or even which Lame switch is needed that I can set the pad size like @ 4kb (EAC for example can set it at 4 kilobytes, but the headers aren't exactly at 4096 bytes.)
