just wondering if there are tools now to do ac3 5.1 -> vorbis 5.1 now ?

And is the channels layout final so it works ? I've heard plenty of people tried this but where having the channels shiftet.

And what -q settings should i use when i use -q 4 for 2.0 dolby prologic downmixing (to get similar quality)?

The layout was already fixed in the Vorbis 1.0 spec, but some developers apparently didn't bother to read it and did it the wrong way around.

Thatīs only in winamp, all versions of OggDS since 0.9.9.3 will do that correctly.
