Can anybody tell me how to put the spectrum analyzer above the playlist and still be able to change its height so that its not just a thin strip? Others have said to just create a new tabbed panel up there and that should work. But, I'm not getting the option to create a tabbed panel anywhere above the playlist. I can only create tabbed panels over to the left on the side bar. What am I doing wrong?

Go to Preferences->Columns UI->Other and enable "display all toolbars".
Then you should be able to add a panel stack above the playlist.
