I suppose it's possible that it's saving to somewhere I can't find them, but the action doesn't ask where and it doesn't seem to do ANYTHING. (that I can find)
to reproduce:
either right click near the playlist tabs and try to select "Save all playlists"... for me nothing happens.
I would expect to get a "save location" dialog to pop open.
Anyone else notice this behavior? (was this way in b14 for me as well)

Yeah I got that the other day too. 0.8.3 comes up with a box asking you which format you'd like to save as first (I'm assuming that's not because of a plugin) so it'd be nice if 0.9 worked the same way.
