Actually the product exists and is available somewhere as it simply exists.
What i want to know by asking "is it possible to get fraunhofer AACencoder somewhere" is if it is available to the public as a freeware or shareware utility. If not how can i get it for testing purpose only ?

No, it's not available to the public.
AFAIK, you need to be a licensed AAC developer to even look at it...
