I love the synth on that song; the way it basically just "phases" (not a technical term) from one place to the next.

I would say "La Femme D'Argent" (from the same album) is more reminiscent of summer for me though.

Edit: Le Voyage de Penelope is one of my favourites on that album though.

I thought of one: Talking Heads' album, Naked; most specifically "(Nothing But) Flowers" and "Totally Nude".

David Byre is generally good in summer I think. His album Rei Momo is nice as well (all latin rhythms).

The album Comfort In Sound is magic. Wouldn't consider that track particularly summery though.

We have unnaturally good weather here at the moment, and I'm listening to The Go! Team a lot. The whole album's generally great for nice weather, but listening to "Huddle Formation" on the way to work makes me smile like a maniac.

Any band that can have a recorder, banjo and scratching break in the same song rocks in my book.
