i need a plugin to be built for use with foobar for a business idea ... and i'm willing to pay if the price is right (please reply with a quote if interested). what i need is a plugin that will take a playlist and export it as a single wave file, adjusted for replaygain so all songs share the same volume level, and also crossfade all songs based on custom tags inserted into the original files that tell where songs to overlap and how to fade. please lemme know if anyone is interested.

Does this already exist in 0.9 natively? You can use CONTINUATOR tags to adjust the crossfading modes for the Continuator plug-in, and foobar2000 natively supports ReplayGain and the task of exporting many files to WAVE format (including a single file). Tweaking from this point sounds trivial.

Maybe you should read the documentation first before asking questions, and not post non-development realated questions to the Development forum?

I wouldn't be interested in going into business with you if you can't even understand the features of the software you want to build your business around, but I'd gladly take your cash to read documentation for you and make tweaks to open-source software.
