I myself am trying to get foobar to show Japanese and Korean characters in my songs.

foobar will write tags encoded in unicode automatically. No need to worry. EAC doesn't support unicode. You'll have to re-tag your files after you rip them using freedb. (Highlight album -> Right click -> Tagging -> Get tags with freedb)
You'll need to install East Asian and Complex scripts support. Have your WinXP CD ready. Go control panel -> Regional and languages option -> Languges -> Tick both East Asian, Complex scripts -> Apply.
Takes about 10 minutes. Then for your playlist font, just use a font that has unicode. Like this:

I'm using Tahoma. Alternatively, you can download Arial Unicode MS (google it).
