Using the search filter helpers with the 0.9 SDK, I noticed that using the MISSING keyword (e.g. %comment% MISSING) returns all entries instead of those with the missing tag.
I did test with my toolbar and confirmed with foo_dbsearch 1.4 ... unless i miss something.

The MISSING predicate always checks for a tag with the given name, it does not support titleformatting from what I remember. So your query should be "comment MISSING".
