is it possible to repair a corrupted MP3-file which leads foobar2000 to report various synch failure - resynch successful messages WITHOUT reencoding the whole file? So we're talking about a true "stream repair tool" ...

Not that I expect the audio quality to improve, it's just lots of errors appearing while playing back this live recording, and I cannot get a better copy, unfortuantely ...

What about mp3packer? I don't know how well it can handle corrupted mp3's but it's worth a try...

A long time ago i usually did this with mp3Trim!
It simply deletes missing frames if remeber correctly so don't expect any audible imrpovements as you've already stated.

Something that amazed me with some really old mp3's I had downloaded many years ago from the likes of mp3.com and iuma.com which had missing frames according to mp3Trim were automatically fixed when I decoded them with either Mad Frontend w/Mad and/or Foobar2000. MADplay stated there was a sync error/problem however when I listened to the problem area in the decoded to wav file I didn't hear the error which was obvious in the encoded mp3. Of course this is really only useful if you wish to create an audio CD from the mp3.

Try the open-source MP3VAL (a command-line tool, but there may be a frontend as well). It's great and can fix mp3s, e.g. with sync errors, often with no audible glitches:
