hi all
the directory of ogg cvs make me puzzled!
if i want to know of it more detail, which of those will be needed?
i hope to read the source code of the ogg encoder.

If you want the CVS modules for OggVorbis to produce oggenc and oggdrop(although that doesn't work correctly at the moment), you need the CVS modules: ogg, vorbis, vorbis-tools and win32-tools.

i donot know why ogg make so many directories which puzzled me!
could you tell about function of these directories?
how i can debug them with Microsoft VC6.0?

The reason for the numbers of directories is, I believe, related to the fact that OggVorbis covers a multitude of AV possibilities and a lot of the code is common to the different modules. Oggenc and Oggdrop are just a small part of the whole thing. If you look at the main site you will see explanations of the various components.
I don't use MSVC so I can't help you there, I'm afraid.
