Let's say I have a lossless FLAC file, now I create two files in the following scheme:
FLAC -> Ogg Q6
FLAC -> Ogg Q8 -> Ogg Q6
Will the first file be of better quality than the second one?

Probably yes. But will you be able to tell the difference? Maybe, maybe not.
