Currently I'm using 0.8.3, my mp3 files have CPOP, JPOP, EPOP and KPOP as well so the id3 tag will have asian characters . Now all asian characters (chinese, japanese, korean) displayed properly under 0.8.3 (ps I'm using the masstagger to write id3 tag into the mp3s).
Recently I upgrade foobar to version 0.9.3.1 and i found most of the mp3 tag with asian characters displayed improperly (rubblish characters). Then I guess in version 0.8.3 the chars code of id3 tag writing in the mp3s are not in unicode . Right or not ???

The way I understand is that 0.9 is unicode and 0.8 isn't. So you're right.
You can use
foo masstag addons to convert to unicode.

the website you quoted only has the version for foobar 0.9.x
Any for 0.8.3 ?

Wha? foobar2000 has always supported unicode on Windows NT-based systems.
ID3v1 never has. You'll have to convert it to ID3v2 using foo_id3v2 for 0.8.3.
