Here's the bug I encounter several times, sorry if it has been posted before.
The music I listen is on an external usb2 hard drive. When I stop listening, I put pause on, and turn the hard drive off. Then when I come back, I turn the hard drive on, wait a couple of seconds and hit pause again to continue the song I was listening to.
Then
Decoding failure at 0:04.834 (Device not ready):
"H:\mp3\house\Nathan Fake - Drawning in a Sea of Love\04-nathan_fake-bumblechord-mpx.mp3"
and it plays the next song without any problem. I precise that I wait long enough for the hard drive, to be ready, it will be the same after ten minutes, I've tried that.

I think that's because foobar tries to use the same file handle it used when it first opened the file, which had been rendered invalid when you shut down the external drive.
That, in itself, is not a bug.
Yeah, I wouldn't have expected that to work.

I mean it works wirh WMP or VLC when I watch movies, so it could have been working here too. But my bad, lets not call this a bug.

I think you might want to power off your USB drive "softly" by using a software that sends power off command to the specific HDD device. it works no different than the one you've seen in "Control Panel" -> "Power Options" -> "Turn off hard disks after XX mins/hrs".
Expecting this to be a solution.
