did add the switch which would enable VBR encoding within Nero's AAC encoder, I thought that'd be obvious as I didn't use the switch for CBR or ABR.

request "a constant bitrate"? The original poster asked for a setting "close" then "near" to 192 kbps, which logically mean that he's aware that VBR isn't constant.
Asking for the average bitrate corresponding to different VBR settings is very usual and perfectly makes sense. Especially in the audio domain.
Once again, thanks for pointing this out. I understand that the bitrate of any audio source will vary by nature of VBR and of the complexity of the audio. I was simply requesting the experience others have had with it.
