Since foobar nolonger plays EAC non-compliant .cue sheets properly, I'm going to start creating either playlists or compliant .cue files to keep with my .flac files after burning them using the non-compliant cue which is no good for playback (may appear OK, but will play some songs twice in a row with latest release of Foobar).

What I have tried so far is to drag the track.flac files (not the .cue file) into mp3tag select all the tracks and generate a m3u playlist.

Is there a better way or alternative way to do this?

Prior to the foobar thing, I have been using the same .cue for burning and playback but that is no longer feasible if the .cue file is an EAC non-compliant .cue.

No success with CueTools? ... See this topic for some other options:

(You can also use foobar2000 to make .m3u playlists instead of using a separate application)
