Using Multi frontend, which transcoding method is better to get best quality:
1. Converting: ape, flac, wav, mp3 ==> mp3
A. On-the-fly transcoding - through a pipe.
or
B. Use intermediate wav files when transcoding
2. wav codec.
A. where from to get it.
B. which version.
C. How and where to install.
D. what is the windows defult.
3. Any known bugs for Multi frontend ?

Every stream needs to be decoded before encoding. IF you only save decoded output, you can save it, for example, to wav, and encode it to whatever you want. If you encode it "on-the-fly", you are also decoding the file, but instead of saving it to wav, you are encoding it to some other file. The result is exactly the same.
I believe that you've essentially asked, and been given plentiful explanation for, this already.
You can choose to send data from the decoder straight to the encoder, or you can choose to send it from the decoder to an uncompressed file (typically WAV) and then to the encoder. Either way, it is the same data.

How many times do we have to say it? We're not children; we don't need you to colour-code everything for us!
tag.exe is a program for adding APEv2 tags to existing files. You shouldn't need this for creating MP3 audio files.

As far as I can see, Multi frontend's GUI has an option to add tags to the resulting files. Failing that, you can add LAME's own tagging switches to its command line.

2. tags added by me.
what are the commands line for that, in the case of :
1. multi frontend commands
2. LAME commands.

Generally I only use ID3v1 and APE tags; I've never needed to get ID3v2 tags with Multi-frontend, so I'm afraid I don't know the answer to your question.
However, if you use
foobar2000 (v0.9x) to do your transcoding, you can set the option to write both ID3v1 & ID3v2 to the output file. (File>Preferences>Advanced>Tagging>MP3>Preferred Tag Writing Scheme...)
